Steve could do romantic all day long if given a chance, a running start, and a different Tony Stark to bounce ideas off of, which was how he settled on Paris. (Paris would always have a soft spot in his heart since they'd gotten engaged here last year.) But Steve didn't want a schmancy hotel--he'd found an apartment to rent that had been converted from an old French bakery (or rather the other Tony had, babbled something about not needing anything romantic this year, and all but shoved the reservation information into Steve's hands with additional warnings about not coming back to the compound with his Tony because there were mental Stark could never unsee. Steve...didn't ask any follow up questions.)
